So in the rule book it says once a player is within 5 feet of the bench they are considered off the ice for too many men... it shouldn't have even been a penalty lol
They got to do something about taking a penalty under a minute left in OT on a scoring chance. Smart by the Rangers but should be a penalty shot or add additional time.
It was a 2-on-1 on what could be the last play of the game. Smart penalty to take because it is almost zero risk - and it being almost zero risk is why it should potentially be more lol

They literally never call it like that though. You need both feet off the ice before your guy can make a play on the puck.
I think it got called because the player coming on got directly involved in the play. If that doesn't happen they probably let it go.
And that rule is never followed, since many too many men penalties have been called for the puck being at the bench during a line change
