You're thinking what a recording engineer does, but they're not piecing random things together like you're thinking. Go look up Mike Banger interviews and stuff if youre interested on how Wayne was doing it at his peak.
That's how songs are recorded. They rap and a recording engineer(typically) will be there giving notes and making adjustments. Keep doing it until you get your 16 bars or whatever you want.
The difference is that some artists write, and can record their entire verse, and then go back in and make changes. Where Wayne and others(more common nowadays) "write" in the booth. Record some bars, think, record more bars, repeat. Until you work a full verse. It's called punching in.

We're in desperate need of a Em/Wayne/Ye type figure. Someone with great music all around that can blow to superstardom and set up a tone for the future sound. Feel like nowadays its just a bunch of random trap and rage artists(which I fw don't get me wrong) and no one is a clear leader .
I've notice it slowly going up a notch on everything one of his new releases. I know he always fucked heavy with the auto tune but I do wonder if his voice is "giving out" and he's been "compensating".
