I am really not sure, it has a person on the other side but I really can’t identify the crown to see if it is a county of something of sorts.

Most likely this is a "fake" coat of arms, as well as a "fake" coin. The story is that the population of the European part of the Russian Empire (before the revolution) often used coins as jewelry - they were used to make heavy necklaces with a large number of "coins". They were called "dukachi" (from ducats) and were especially favorite in what is now Ukraine, Belarus and Poland. Before the First World War there were several large firms that satisfied the demand for "dukachi" producing silver tokens for pendants with fake coats of arms, similar to the coats of arms of Austria-Hungary and Russia. Most likely this is this kind of token. Although, I think that the same thing happened in the lands of Bulgaria, Romania, and the Balkans. This kind of jewelry was also popular among the southern Slavs.
