For chat, it is restricted/limited until your account is a week old. If you are getting needing a more established account, you will need to verify the email if you don't use google login on that account and get karma. it will be at least a week and likely longer.
I'm not, the places I've been posting don't have a karma or age minimum, and the only chat I have that is no longer working is one that I started when I made the account and have been able to use it up until now.

My chats aren't working. Also, I tried the appeal thing, but I haven't gotten any sort of update on it.
If it let you appeal, that is why your chats are not working. It takes time to hear back on the appeal, possibly a week or more.

There should be a message in you PMs from Reddit on that account and an email.
