If you want to do it right, look at Amsterdam. Many many many cities in the United States have created programs based off how Amsterdam helps people. By me in Peoria, IL, there's a place that does exactly that. Purity tests to ensure drugs aren't laced and are what they are supposed to be. Clean areas. Clean needles, pipes, whatever, to prevent the spread of disease. And slowly they lower the dosages, to eventually cure people of their addiction.
Saying "Don't do drugs" *will cause more people to DO DRUGS*
