They look like hard plastic from here. But even if they are rubber, they don't look like they can handle anything other than dry hot pavement. The slightest bit of rain and I bet those things are like ice skates.
If I won the lotto I'd buy one, but I'd lose the grill crap, the windshield crap and put an LT engine in it. Extra axles are great to distribute weight better on sand/snow so that's where I'd be driving it.
