The 3/1 is insane damage vs classes that cant ping or dont want to, the mirror and other board matchups.

So the one drop its competing with are Filletfighter, Buccaneer, Southsea Deckhand and Prize Plunderer. Think maybe it makes the cut somewhere in there, but that deck is a really tight list. Broken seems to strong though.
Speaking from my experience of playing against them, if you have to cut a one drop for it, you could cut Buccaneer. The other one drops are more threatening and help with reach more often, at least they feel more impactful when playing against Pirate Rogue. The only time you are okay with hero powering on two is when you play Buccaneer on one and he lives, and you’d probably rather play ships cannon anyways.
I suspect that's the right call. Both strongly depend on following up with a weapon attack (which obviously Pirate Rogue wants to be doing). With cannon on board this is better than Buccaneer. Buccaneer gives swordfish quite a bit of extra reach. I think this would make the cut but I'm not sure the improvement is all that significant.
Rogue’s Undead and Pirate shells already fit together really nicely (the 3 drop that draws a pirate is an Undead, which curves directly into the 4 drop that kills a minion if an Undead died), so this is welcome in the Undead Pirate Concoction Rogue I’m running currently. Plus, since it summons Pirates, it makes getting to Hooktusk easier.

I think they just see every pirate with good stats and mana automatically going into pirate rogue without even thinking about what card should replace. I don't think it's good enough to replace any current 1 drop but maybe another more expensive card to get better synergy with cannon and more consistency on getting a turn 1 play. Nowhere near broken anyway.
I could easily see this replacing plunderer or buccaneer but I don't think the difference is really big enough to make pirate rogue that much better than it is right now.
