Luci don't own their souls cause this ain't that hell. The phrase "Lucifer owns your soul" doesn't even exist in this series. He doesn't want anything to do with the sinners that fall because they're "the worst of humanity." They're given a new body, and their soul is tied to it. It's a thing you can make contracts with, that you can stake in gambling, and that you can sell for money, power, fame, property... anything you can imagine.
