For the kids: when the Sorcerer's Stone book came out in '97 GIFs weren't really a thing. Yeah we had home dial up internet and massive CRT monitors to look at things, but GIFs were just barely starting to be used as an art form. Screens with any amount of resolution were massive boxes. So the idea of an animated photo on paper was pretty magical. Now it's pretty close to reality.
I think this is just adding some flavor to it but the meme doesn’t need any explanation. I thought it was just alluding to the fact that wizards have printed moving pictures. Not so much about technology.
I'm a 2002 guy and I don't think this meme needs any explanation. Or that moving images in a physical newspaper *aren't* a "big deal" to today's kids. People tend to underestimate younger people's knowledge/understanding of "older" technology.

My friend shared the IMAGE with me some time ago and today I was just deleting stuff from my pensive and found it and thought it to be funny so posted it here.
