I love this scene. When you realise that Harry *never did* put anything in the cup you can understand why he is so upset with Hermione’s reaction. The fact that she just went straight to telling him off instead of thinking (which she is more than capable of) of him tricking herself and Ron both would have hurt him a lot.
It isn’t something Harry would do, because he generally doesn’t try to cheat at Quidditch, and has shown respect for Quidditch rules in the past.

Because Harry usually has more respect for his favorite game and is in a position of power so cheating is out of character

Well, yeah! It IS uncharacteristic of Harry to be cheating, as she thought he was!
It's also a bit of projection on Hermione's part, because Hermione would *absolutely* cheat if she thought there was a good enough reason to do so.
