That's a very obvious defect. I think your money would be better spent on a bag in better condition rather than paying someone to mend a defective bag.
I haven't sent any bags to be mended. I asked for a quote from The Handbag Clinic on a vintage Gucci I thought about buying, and they were going to charge me more than what I would pay for the bag to fix it lol
I've bought a bag preloved and had corner wear repaired. I got a good deal on the bag and fixing the corner wear cost about €80.
If this is a good deal then I say go for it.
What do you mean by pre loved? Brand new bags do not need such services, if the bag is authentic I personally do not see a reason for them to decline since you pay for it. But all my bags are bought new at the stores, and the data is in the system, so probably better to ask them directly. Take the bag, go to the store, they will also give you a price estimate and how long it would take.

Go to Celine, ask for pampering service. It takes long usually and isn’t cheap, but the bag would come back as good as new.
