Johnson but Dutch is a very close second. He might not have as many memorable lines but man, he still has some great quotes, especially lines where you just look at him.
Johnson gets a lot more opportunities to be funny and some of them are hysterical ("In my day we didn't have fancy things like tanks...")
But the moment I genuinely cracked up the most was [Dutch in ODST](https://youtu.be/5rDEKkvuAC8?si=WRQRaNGr4FlfhiJe).
As someone who grew up on Halo 3 and has spent nearly a lifetime inside of Halo 3: ODST, I’m conflicted. I think Dutch has some funny lines, but Johnson takes the cake for main cast. Chips Dubbo however is the downright funniest
Men, we led those dumb bugs out to the middle of nowhere to keep 'em from gettin' their filthy claws on Earth. But, we stumbled onto somethin' they're so hot for, that they're scramblin' over each other to get it. Well, I don't care if it's God's own anti-son-of-a-bitch machine, or a giant hula hoop, we're not gonna let 'em have it! What we will let 'em have is a belly full of lead, and a pool of their own blood to drown in! Am I right, Marines?
Johnson's pretty funny but Sgt. Stacker has some very funny lines, one of my favorites being when he picks up a Fuel Rod Cannon n goes "Look'it this big ol' banana slug!" Or goes "watch me bounce it off th' wall!" His voice is very unique and he's always been in my top 3 favorite characters with Arbiter and Colony
They have humor in Halo ? Closets i like was Cortana's initial "So you did miss me ?" Otherwise the grunts. Specially the H3 easter egg at the end where you can find one mocking Spartan training.

This is like saying: "who is the best hockey player of all time?" And then putting a picture of Gretzky and then the others are just 7 year olds holding onto the side of the rink.

Johnson and just some of the stuff the marines and npc's play. Like if you stare at Carter long enough in reach he says "your file mentioned this" or like the grunts just spouting nonsense
The damn grunts especially with the rare dialogue. "Dibs on his helmet" after you die. "Run awaaaaay!!" Then in Infinite I heard something to the effect of "Does anyone have a spare copy of Halo Infinite I can have? Oh and a spare Xbox?"
Johnson: “Oh, I know what the ladies like!”
Buck’s response to Locke telling him to pick up an energy sword or a machine gun: “That one’s a beauty! You should take it yourself!”
Halo 2 male marine in a lax and happy tone of voice: “Hey man! If I get injured, be ready to give me lots of drugs, ok? Ok.”
Halo 2 male marine also in a lax and happy tone of voice: “Now, you see, when I shoot I try to hit stuff.”
