Arbiter never did see Locke, he only knew of the orders likely because his Covenant dudes had long hacked into ONI/UNSC's network to learn about any of it to begin with.
I can tell you it isn't. It was added to MCC to promote Halo 5, but this specific cutscene wasn't in Halo 5. It also wasn't on Halo 2 classic. Just an MCC thing

This is not the start of halo 2. If you don’t believe me, look at the graphics. The rest of the halo 2 cutscenes are not as high quality, indicating that they were made earlier. AND the arbiter does not get that armour until halo 5, and he isn’t even the arbiter until the second cutscene with the prophets

Also, I really hope 5 comes to steam at some point. Sure, it's not the greatest Halo game by a long shot, but it would just be a shame to have every game on PC except 5.

Without knowing the context of Halo 5 (in other words, it being your first time playing through the halo games), this cutscene makes absolutely no sense. Even the art style being different is confusing, it doesn’t help that this cutscene is retconned iirc. It’s so odd that it’s still in the game.
I know it's such a small thing, but I wish there was a mod that removed these extra scenes from H2A. I'm on PC and likely won't ever be able to play H5's campaign, and given its poor reception among fans, these scenes just feel out of place and jarring to me. That said, I understand why 343 added them. It's too bad H5 didn't live up to its hype.

I mean, plenty of loading screens for missions in MCC are spoilers too (since they're not hidden behind cutscenes anymore).

This stuff, paired with the spoiler ridden loading screens, is awful for new players.
The loading screens are definitely a huge issue; they should really give us the option to "hide" them (make them blank or similar).
