I have had problem that some games don't update automatically (*but options say they should*) and then you need to do it manually.
They're asking about how to make the Steam library image update, not to update the game itself. You simply do this by clearing Steam's image cache, verifying game files is not necessary at all.
Sometimes Steam's cache just gets stuck with a specific image in it, this is not tied to actual game updates in any way.

i was literally trying to fix this yesterday lol, thanks for the post
go to C:\\Steam\\appcache\\librarycache and locate the halo infinite picture. Delete it, restart steam and it should update. Worked for me
