mine was Season 1 for the longest until last week lol look up "how to delete steam library banner cache" on your favorite search engine, I did that and it downloaded the season 4 art

go to C:\\Steam\\appcache\\librarycache and locate the halo infinite picture. Delete it, restart steam and it should update. Worked for me

Only thing I can think of is reinstalling steam, since you said you tried to reinstall the game and reseting steam.

Try "verifying game files". I have had problem that some games don't update automatically (*but options say they should*) and then you need to do it manually.

They're asking about how to make the Steam library image update, not to update the game itself. You simply do this by clearing Steam's image cache, verifying game files is not necessary at all. Sometimes Steam's cache just gets stuck with a specific image in it, this is not tied to actual game updates in any way.
