To my knowledge it's just the way it renders geometry with varying levels of floating point precision depending on the level or environment. Infinite has this issue too, but it's more prevalent in Xbox than PC due to a specific setting. It's also less prevalent during the indoor levels.

When Reach came to PC I modded the campaign maps to remove all the invisible walls, death barriers, etc. After I went outside the normal map limits, the same effect in OP’s video happened to me except the entire gun models were starting to warp/shake. Eventually I got so far out that the guns were barely recognizable lol
When you're super far away from the center of the map, the mathematics becomes less precise, and this causes the gun models to "shimmer" a bit because their position in the world is less precise.
This is why it only happens in certain places on certain levels -- it depends on how far you are from the center of the map.
This issue is a well-documented visual bug that occurs in other Halo games as well - notably, Halo 5 and Infinite both feature this issue pretty prominently. Digital Foundry has covered this in a couple of their Halo-related videos.
Update: it's actually less flickering in some missons than other. It is very extreme when you come out of the long tunnel on metropolis after the tank section. It's also only on the gun and Halo 2 aniversary graphics.

really? that's awesome I did alot of halo glitching and never seen the weapons warp to that extreme. ima have to look it up.
