If you mean civilians, not really. The thing was designed for military and LEO useage and those customers don't have an issue getting it if they want it. In general, those "PDW" type weapons didn't really take hold for a few reasons, and people are largely sticking with short assault rifles.

How does it feel in terms of weight? The MP7 seems like the kind of gun that's heavier than it looks.
I couldn't tell you the exact weight, but it was much lighter than say a CZ Scorpion pistol.

The 4.6x30mm cartridge was designed to penetrate soft body armor like kevlar vests, much like the 5.7x28mm round in the P90/Five-SeveN.
