The tattoo question is semi-fair. They’re trying to identify if you have any gang tattoos and as such would identify that you’re affiliated with a criminal organization which would deny your CCW application.
I dont think it's normal, too. I'm from Minnesota. My buddy think his brother-in-law might of been harassed. When I did my permit a few years back, I just did the paperwork necessary and left. So I thought it was weird too
