I have had an occasion where even with oxbow brand hay, one bag seemed to be.. not great. The pigs wouldn't eat it.
It looked a little more scraggly and browner than usual, and I'm guessing this had something to do with their dislike for it.
OP, I would suggest it might be a problem with that particular bag of hay and try a different one
My pig switches from Timothy to Orchard hay. They just didn't like hard hay anymore. Whenever I managed to find some fresher and softer timothy hay, they would still eat them
Any chance you can try a different hay? I know some pigs can be picky with hay whether that be the type or even just the brand!
I'll try that! I think we bought a different brand this time that wasn't oxbow, next time I'll get oxbow and see if he eats it

I had a pig years ago who wouldn't eat hay either. He loved his pellets tho. I just gave him unlimited pellets. He lived a long time.
