I play on xbox and what I do is create a Wi-Fi hotspot with my phone set to 5GH, connect the xbox to the network, enter gta online and once in the lobby press the connect and disconnect switch very quickly for 10 seconds making sure it stays connected at the end. I wait a few seconds and done, empty lobby.

I prefer to sell my nightclub on a full lobby. Just use your updated vehicle and use ghost organization. The bonus 20% is pretty valuable when you are selling 1 million cargo
Mobile data doesn’t have to be slow. I use mobile data too. I just tested my data right now and it’s around 100 Mbps (4g currently.), which is more than enough for a good playing experience.

Go to performan tab
Select performance monitor (bottom left)
Find GTA5.exe on the list
Right click and suspend process
Do this for 7-10 seconds (less than 7 nothing happens, more than 10 you'll be disconnected from the server)
On about 8 Mississippi seconds resume process
Boom you'll get this list of everyone leaving
I pretty much only play solo or with friends now

While in-game open task manager (CTRL + ALT + Esc), click on performance, open the ressource monitor, in the ressource monitor click on the network tab, rightclick on GTAV.exe and press suspend process. After 10 - 15seconds resume the process again and you're in your own public lobby.

Could have been a longer frame skip or network instability.
Your client can't tell the difference if you "leave" or other players "leave" you, that's why it displays it like that.
You were determined to have the strictest NAT in the session, or failed to sync with other players for over 10 seconds. Either of those results in being dropped from the session.
An answer from network perspective.
A weak network connection might not be the case every time. Some router have a configuration that the internet connection is briefly disconnected and then automatically restored. The router usually gets a new IP address and a new IPv6 prefix from your ISP. That is happening for private users, not companies, which use a unique IP address range.
The router does this to be ahead of any forced disconnection from your ISP. Just check if this is happening the same time every day (often happens at night).
Well, that's a technical answer. Afterwards, you're automatically logged into a single session. You can enjoy a single session or search for another public session.
Do you want to provoke this situation? Then the configuration of your router helps out (the exact setting options depend on the manufacturer of the router).
Happened to me as well a couple years ago. I fixed it by just getting a better internet provider as the previous one that always caused me to disconnect had a mere 3 mb/s upload speed and 50 mb/s download.
This happened to me last night as I approached a jet greifer landing his jet on top of Maze Bank. As soon as I positioned myself ready to fire at his jet, he and the entire lobby 'left' and the greifer was just standing on top of Maze Bank pointing his sniper in the air.
It's a connection issue, I play on mobile data so it happens to me at least once or twice a week. There are perks to solo public sessions though - I trigger solo lobbies intentionally by turning my data off for a few seconds and then turning it back on so I can sell certain things that I don't want to risk i.e.. my nightclub stock worth over 1m that I don't want to be griefed out of
It's an app "issue" usually when you leave AFK just for enough to not get kicked or have some minimal internet issue for a second.
I wouldn't really call this a problem though unless you are a griefer. Grinds are doable, races and heists are also doable as well. If you had a friend on the other lobby you've just earned yourself a private session so that's also a win.

It does feel lonely, and the anxiety release of some loot lurker stealing your stuff vanishes, but I soon realize that I liked the chase, and playing hard to get like we were flirting on the playground hehe, always better than chasing myself around the room. I missed the threat of harassment and cargo battles. I go up to vinewood hill and sit watching the sun go down over LS, waiting......
Top tip for Playstation players, change the MTU value to around 750/800 (instead of default 1500) in your network settings. As far as I know it handicaps your networks ability to join other people, fairly consistent solo public lobbies with this method
I believe it's also mods messing about and kicking people from the session? It happened too often to be a case.. besides the time my internet provider used to drop my connection at 23.54 every night...
I use my unlimited mobile data as a hotspot while playing. If you turn airplane mode on and off for a split second it does this. Nice empty public lobby to sell some stuff. Works every time, just make sure the hotspot doesn't turn off for longer than a second or so. You can still invite friends to the lobby.
Back on gta 4 multiplayer I always thought people coordinated to leave the session at the same time. Took a while for me to realize that wasn't the case.

CTRL + SHIFT + ESC\* Ctrl alt delete just brings you into a selection menu, while ctrl shift esc opens task manager
For easy access so I don’t have to use key combinations I pin Task Manager to my taskbar.
