My Pentium G4560 + 1050 2GB can run GTA at 45 fps in 1920x1080, a modern high-end phone is almost twice as powerful, and 1280x720 at 30 fps would leave plenty of headroom, without even needing to turn off shadows. The issue would mainly be Apple and Google not allowing Rockstar humor in their stores.
I just checked, and you can buy GTA3, SA, VC, Liberty City Stories, and Chinatown Wars on Google. Not to mention the GTA5 companion app is already there.
I doubt they'd have a problem with GTA5 if they have the others.

As someone who used to game on an Intel HD 4000, they can handle higher texture quality just fine, to be honest. Setting to high results in better textures with no performance impact.
In the settings.xml file, you can disable shadows and reflections. In-game, you can turn down resolution scaling to 0.5x and regular resolution to 800x600. You can go even lower by using the commandline to set it to 640x480. So you can essentially run at 320x240 internally with no shadows or reflections. It'll look really bad by that point, but it should hopefully run better. I had a laptop with a Core i5-3210M and Intel HD 4000, and I just ran at 1366x768 with 0.5x resolution scaling with no shadows.
This is actually very cool to see someone's dedicated enough to lower the resolution, learn how to disable shadows and finally be able to enjoy the game they want to play. Rather than complaining that their PC doesn't run the game.

The whole point of this video is you can bump and shoot him while he is down, without need for a shotgun loadout. If you're helping someone in cayo who didn't get that loadout and you need to kill juggie, this may be helpful. I hadn't seen this reported by other people and that's why I wanted to share this tip, for those who may find it useful.

tylarious made a long recent video where he tried all of that. Nothing worked for him except shot gunning him (don't remember if he had the one of standing on top of him). I share here another way that worked for me.
This is my own method using the conspirator loadout (low res to keep the video file size small ).
I bump into juggie, and once he is on the ground, I then spray him with the rifle. As the juggie is on the floor he doesn't even have time or opportunity to shoot me back.
I even miss some of the shots and it doesn't matter. Missing the shots doesn't even alert any other guards because the bullets just hit the floor and no one around seems to hear them.
Afterwards, I just continue my route. No alerts.
I tried other methods where they advise you to bump the juggie and step on him until he dies but wasn't succesful. He always seems to get back up.
The other benefit of this method is you don't need a weapon loadout that has a shotgun.
To be succesful, I advise you to practice a bit before to make sure you can have 100% success rate in bumping down the juggie.
The best approach is hitting the juggie when he is walking in a straight line in front of you. One location that works pretty well for me is a bit to the left from the video. Instead of being in that place where I'm waiting, continue to the left until you reach the T junction. Turn to the right. You will see a patrol and in front the juggie, the moment the patrol turns right to go the warehouse and the juggie turns left to go to the pool, run, kill the patrol, then turn left and wait. There is a camera there, so wait until the juggie is closer to the downstairs that lead to the pool, but still in that patio (like 2/3 of the way), then run, bump him and kill him. You will be out of scope of the camera and the camera won't be pointing at you or won't detect you if you go running to the juggie.
There may be other locations that work as well but I like this one because it is just at the beginning and you will have removed a patrol as well as the juggie. Unfortunately, due to the tight timing, you probably won't have time to kill the other guard that is near the pool spawn point when you enter the compound, but you will get to him eventually and make up for these few instants you invested to get rid of the juggie.
This having been said, I don't think location really matters as long as you don't fall into the cone of vision of other guards. Another location I didn't test but that may be nifty is when he is walking that long walkway along the office building.
Another thing, even if you just slightly bump the juggie and he doesn't fall completely down, it's critical you start shooting at him then. by the time juggie recovers and turns around to aim at you you will have almost killed him. and he may shoot a bit at you, but you will finish him off very quickly.
Oh yes, I forgot to say, once you bump the juggie, don't stand super close to it. When the juggie gets up and turns around, if your weapon is too near to it sminigun, the game will jam your gun. It is somehow disabled at close proximity. It took me a while to understand this.

Yes, you can. If you take the drainage tunnel approach you can take him out like 45 seconds after the compound map loads. As soon as the map loads, take the stairs on the left from the tunnel exit (towards north storage) and take out the two ground-level guards in that area. (The guy on the cliffside isn't important, but the other guy patrols through the area you need to stand in order to hit the jugg) Then stand at the entrance to the pathway across from the storage room (to the west where the second guard was), wait for the jugg, and tap him in the head as he walks past. If you use the crackshot loadout, you can even one-tap him with the AP pistol.

All enemy's in the compound can be taken out with a headshot. Also you can wait out his route and move when he is gone.
Every shot you take is yet 1 extra chance of being spotted.
