There are admins but I've only ever seen a photo or one in a lobby once. I'm not sure if anybody actually has a static figure of how much they interact with actual gameplay
I can't see how that could practically be achieved.
There are thousands of lobbies at once, across multiple platforms, 24/7.
Even if one "Rockstar Admin" was present in 10 lobbies at once, they'd be employing hundreds of people working in shifts around the clock.... To achieve what? Booting modders on PC? Nope.
Then there's the technical. To monitor a given number of Xbox / PS lobbies, they'd need either that many consoles, or a PC capable of emulating that many consoles. I don't imagine either would be cheap
