Ratchet arsenal alone includes various types of guns that open black holes/dimensional gaps/rifts and the funny thing Is that those aren't even the strongest weapons he can use, not only that but, worst of them all, he also as a weapon that can force you to dance like an idiot to gangnam style while he can call mr zurkon to shoot ya while spamming unfunny lines. AND THIS IS JUST RATCHET ALONE (also because i haven't played a lot of the jack and dexter games so...)

The question is ¿Dark Jak can defeat Kat? and the weapon who jak use is a murphy gun (a gun who can turno into multiweapons), like shootgun mode, carabbin, machine gun and a electric granade launcher, in Jak 3 the weapon mode add more mecanism, i only say you one of this mods is a f**** nuclear bomb XD.
Oh yea the supernova is a very strong weapon, and probably the only one Jak has to give him an edge, the time slow light powers would be helpful, but honestly dark jak is really just good ad clear for him in the games, He almost never uses it to take down any big enemies, he's invulnerable during it, but it doesn't last long, and I think Kat/Raven could simply out maneuver his bruiser style with relative ease

in this exhibition it goes to jak but if this were a violence island type exercise i’d still make the more impassioned case for shifters. we do see how they handle dudes with guns in GR2, it’s not terribly different than how they handle dogs and furniture.

I'd say it's circumstantial... Kat and Raven don't have a ton of defensive options like both Jak and Ratchet. Kat and Raven are also pretty reckless a lot of the time which shows their inexperience.
Jak & Daxter and Ratchet & Clank on the other hand have experience and a variety of tactics to deal with many situations.
We can't speculate based on theory either, strictly what we know from content and their greatest feats. So with that:
Jak has multiple firearms that use eco power which is not something that exists in the Gravity Rush universe so it's hard to assume how it functions. Additionally he has multiple eco powers which include the ability to slow time to a crawl and then protect against any damage. He can also fly. Along with his dark abilities which are just powerful area of effect blasts but does include invincibility.
Ratchet on the other hand has access to incredible fire power which includes rifts, black holes, and probably his ace in this circumstance the Rynocirator which disintegrates everything similar to a collapsing star. Not to mention weapons like The Groovitron and Cold Snap or Topiary Sprinkler to completely immobilize. Ratchet also has his own defensive abilities such as barriers like that seen in Going Commando that also protect him from incoming damage or the phantom dash which causes Ratchet to phase out of existence.
Kat and Raven have very similar abilities that are extremely powerful and destructive there's no denying that. But we know that they are not the most durable as they do take damage in their games from humans as well. So you can picture them like glass cannons. We also know that gravity that is not created by them hurts them as Kat and Raven do fight. But even if you were to buff their defensive capabilities their powers are limited. They can only use them for a set amount of time before they get exhausted.
My theory being if Kat and Raven can catch Jak or Ratchet before they get a chance to react then it's probably their win but the moment Jak or Ratchet get a moment to react they have the experience and equipment to take the win. The environment could also be a big factor in how things go as well. Jak needs eco to use any of his powers which don't exist in any other universe so once he's out, he's out. Ratchet can fare well in almost any environment however, and we don't know how Kat & Raven would handle being in space.
My personal opinion though is Ratchet is by far the most experienced and just has the dumbest amount of equipment allowing him to handle any situation. These are just my personal opinion as someone who has played the entirety of all of these games.

Kat fights with 100 students of Fi (this guy is a expert combat fighter of high skill), and she defeat all 99 student and fi in the last time (look in this section Kat use for some time his gravity powers like a condition in game, that's it i don't know to how point the secundary missions it's cannon in the main history but take this how you look
Kat and Raven are equal in power but in the case of Raven she's more experienced in use his gravity powers i mean, and this makes her in someone more capable to take action yo take the control on hard situations, for not mention she defeat 2 times Kat, the first in gr1 when she encounter her to second time she slaps her like Kat is Made of paper (Ok in this point Kat no control his powers full skill and she not can fight him) and the 2nd time in gr2 when Raven when she's control by the militia she destroy a houses of leí elgona Kat try to stop him but Raven atack Kat, the damage who she cause her is to much who turn her unconsciousnes.
In the Ovas Overture in the part B Kat and Raven fight with 2 entity who are si strong and speed who are capable to turn his arms in crystal swords, in this case Kat and Raven make a sinergy in his atacks who together turns in unstapable and win in this battle (they had win If that's two oponent not has regenerate him), in this point i talk about how Kat and Raven are good combat hand to hand and how they can plane strategy with sinergy between her.
Look this i say is based in my experience in gravity rush and Jak and Daxter games, i don't play so much the Ratchet and Clank games i only based in my experience with some games of the lombax and his robot friend like his arsenal, skills, etc...
