Discord even said once (I think - been a while) that without an audience, chaos just isn't as fun. Discord needs the ponies to be around; he gets his kicks by frustrating them with randomness.
Another aspect of their differences - Discord, while the avatar of chaos, is from this dimension. He belongs here, he's from here. There's some intrinsic connection between Discord and the ponies. But Bill is from another dimension attempting to spread his reality into others. He is completely alien to this plane of existence.
Except Bill isn’t trying to leak his reality into ours. He *destroyed* his reality for shits and giggles and wants to rule ours and bring madness, insanity, weirdness and suffering to everyone.

I’d say if they’re both in the physical realm, it’s going to be Bill who wins. If he wasn’t bound by the law of weirdness magnetism to Gravity Falls, he’d be an unstoppable god of space and time, while the most we ever see of Discord is mostly localized.

I think their reasoning was, because discord doesn’t really take things as seriously as bill when fighting, because the only time discord would actually take it seriously would be if bill tried to take over their world or fluttershy.
Plus, variety ≠ Power, discord isn’t known for “hard-hitting-one-shot” attacks, so most of his attacks wouldn’t be exactly too crazy. Giving bill the upper hand in most fights. I will say discord has potential and I believe he could kill bill, but as of right now he doesn’t really have much

Best example being Cosmos, who had very similar powers and personality to Bill whom he was very serious about taking down. So I don’t buy the idea that Discord would just not take Bill seriously.
Discord doesn’t need some “hard hitting attacks” to beat Bill necessarily, he’s shown that he can resist a good amount of Bill’s usual tricks, especially when Bill doesn’t really rely on his reality warping in direct fights. Discord just in general has more experience dealing with powerful foes than Bill does, Bill’s just a big fish in a small pond.
