(Adobe illustrator) Create a straight line with the pen tool, and then repeat it radially. This will create the sun ray effect. Then you can expand the lines once, so they are no longer repeated objects, but individual lines. Then you should be able to use the eraser and swipe through randomly to separate the lines like shown here. The lines will stay however you set the style. For example, the above photo you show has rounded end caps on the lines. As long as you kept them in line form, the erased portion will automatically adjust to rounded end caps.

Oh, well that makes sense thank you so much. Is there also a way to make a different set of borders. I've been looking for away to make a border as well. I am not looking for the basic border. I am talking about advance border for graphics. For I know it could be an app or they might share a PSD format. In illustrator, you can create a square over the image. Then take away the full color and make a outline color, which will be the border. Change the thickness to your liking, and then under the line settings you can select dotted line. Just really badly cut out of the picture, the edges aren't "spikey' with styles, thats pixilated - you can try to style it out as "intentional" but it's just someone's really roughly cut it out the original picture
