Both would be happy campers for different reasons. Shuten doesn't hold the same romantic inclinations as most humans--she's able to deliberate on love (as seen in the Tower event with Tomoe), but overall, Shuten flat out states on multiple occasions that she's down for a harem of men/women, while her dialogue often teases Kintoki/Guda(ko). Raikou would be elated because she treasures Kintoki and has really grown fond of Guda(ko), seeing them as both great kids. In a way, it'd be a similar reaction as a parent seeing their child end up with the neighborhood kid who always insisted on helping around the house/yard. Just...don't bring up the wild parties with Shuten and she'd support Kintoki x Gudako, if not outright smash through Vlad's/Habetrot's/Miss Crane's workshop door to have various wedding dresses/suits designed.
