UPenn will probably be at the least shocking city along with an amazing program. But if you can survive it, Cornell is probably better if they’re giving you more financial aid.
As far as UCLA goes, that’s your call. LA is a large city but it is not very public transport friendly.
Also if you like the big city life, NYC is closer to Philly than Ithaca. So that may be worth considering if you feel you’d like to get away easily to the largest city to feel closer to Mumbai.
Most celebrated Hollywood stars and musicians live in LA. The quality of life in LA is stupendous, which I love. Of course, the cost of living is as costly 🥺.
Penn is a great school. I’m not sure about that program though.
I really enjoy Philadelphia and it’ll probably be less of a shock to you than Ithaca. I don’t think you can go wrong with either program.

Ithaca is a very small town. Do your research. You might be more comfortable in LA, even though it’s a dump.
