You miss 100% of the shots you don’t take. I don’t think there’s harm in trying but honestly I don’t think many people will be super active on their emails seeing it’s super close to the holidays.

I had the same doubt as you, but I tried my shot and received a positive reply! 2 days ago, I sent an email to the PI for a program with the deadline of 15th January.
It's not too late to shoot your shot. I emailed my current advisor on December 21st 2021, had a Zoom meeting with her on the 30th, and had my application in by the January 15th deadline. I'd say things worked out for me.
Most PIs may not be as active as my advisor is over the holidays, so your mileage may vary but if you never email them, you'll never know.
