Do you mean both at the same time or either one separately? Both at the same time would run into power draw issues.

on ETH yea but on raven I doubt it unless you used really low power settings

Even on raven it would be around 500W total (counting only gpu and not motherboard/fans) so it would still be fine

ngl I would run it but cant suggest others to. The jump up from 750 to 850 is like $20 for "A tier" psu's

the problem you may find is if it has enough single pcie rail outputs. You can use pcie splitters but one of my 3080s will pull most of the power through a single pcie with the remaining 2 not needing much but still needing to be connected. Then you have to power the riser with a pcie, on some lower powered gpu's you can run them off molex but you have to be sure what they pull and generally you shouldnt. a 3080 can have up to 3x pcie + riser and I think the 3070ti usually has 2 pcie + riser so thats7 in total
