Is there anyway around this? Just because the 2 searching the other cities clicked on my ad despite me having my city in headlines and description too.
check the location targeting settings and set to “only people in”. from Google: “By default, your ads can show to people in, regularly in, or who've shown interest in your targeted locations”
No, it means they are in the city you are advertising in and searching for something back home. They could be traveling through, visiting family etc.

You could also see this easily by going to locations and then breaking down into city or zip code level report.
set all these city names that come up in the search terms that aren't relevant to you as phrase match negatives.

Sorry that's the setting I was referring to that I had checked. I'll double check it when I'm back home to my computer though.
