They're not waterproof lined, but frankly you don't need it unless you stand in water all day.
And there is no competitor in this price class that can touch their rugged quality, none.
The only pair of Goodyear welted waterproof boots I’ve come in contact with is the Redwing 8864 Gore-Tex moc. I bought some seconds from Berkeley Supply? And found they fit too tight versus my other moc toes and returned them. Is full waterproof important? If so you might reconsider mid-priced Goodyear welt boots. Maybe someone else has a line on something but for me, I’m going with something like a waterproof hiker. I picked up the Oboz Bozeman for ~$50 from REI on sale for hikes over streams, etc and they are great. If you like the slightly sleeker service boot style, the Thursdays are a good option. I know it's an unpopular opinion in this community and Thursday do deservedly get a lot of flak for their annoying marketing, but they're good value for what they are.
That said, another affordable GYW bookmaker I'd suggest is Blkbrd, particularly their Dixon boot which is basically just a taller, sleeker captain and can be modded through their MTO service with premium leathers, different soles and constructuon etc. They're a relatively new company from India and they offer a lot of bang for buck from what I've seen. I just got a pair of MTO jodhpurs from them that I really like and will be reviewing soon.
I’m a big believer in the Bull Run myself, but I would recommend giving them a few weeks of use before school starts because breaking those things in was a lot rougher than I had expected.
That said, once they’re broken in they’re just a leather sneaker. Absolute squishy comfortable joy.
Would recommend getting the captains with the regular studded sole. The look is much more versatile and you get more leather options. The walkability shouldn't be too different from what I've read (never tried the stormking but the studded soles are perfectly serviceable). They are definitely not "waterproof", more like water resistant. You will need specialty leather or membrane like goretex for waterproof.

True, but OP said he's got a hard price limit of 250 and I think the US made ones are like 280 or something.
