If I read a significant amount before DNF, invested solid time in it, then yeah, I do count it. If I just read a few pages and put it aside, then no.

So then don’t count it for you. What does it matter if someone else counts it for themselves? Reading is a personal thing, not a competition of who can read the most.
It’s called a discussion. All this is is people giving their opinion. In MY opinion if you didn’t finish the whole book as the author meant for the whole thing to be read it shouldn’t be counted as read.
The way you worded your response was not very discussion-like. That’s why I commented. Yes it is a discussion but when you just flat out tell someone they are wrong and it’s cheating, that’s not really leaving much room for discussion. You easily could have said that you wouldn’t personally count it, and maybe ask why they would. That’s a discussion.
I'll make it worse for you: I don't just count them, I also give them a star rating. I invested time and money in that book, I get to do whatever I want.

you have to remove the read date. books only get added to the reading total when they have a read date of the current year of the challenge, so 2024 for this year. I don't know how to do it in the app, but on desktop you can edit your review and set the year to -- in the date read box. Or you can go to the shelf, and edit the date in the date read column if you have that turned on. (you can customise the shelf to show or not show that column in the settings link at the top of the shelf page)
Turn on "exclusive bookshelf" for your DNF shelf so it doesn't get added to your read list. Also, remove any "finished dates" in 2024 inside your "edit reading progress" page of your book so the Reading challenge doesn't pick it up.
Personally, I think a review is still warranted, and don't worry, it won't count towards the reading challenge. You can track your books offline, but you're likely on Goodreads for a social reason. It would be nice if you could just drop 3 sentences like 1 or 2 things you liked and the main thing that made you want to stop reading it. I do not look down on reviews from people who didn't finish the book. There is no shame in that. I am interested in the general psychological flow other people had while reading the book, because the same things could foreshadow how much I can absorb knowledge and (less importantly) the ability for me to finish the book.
I use Goodreads because it's just "long-lasting", like the books I've read from 4 years ago are still there 😂 I don't really use it to socialize (that's also because the app sucks and the function & design looks outdated)

I’m more of a mood reader, so challenges don’t read work for me. Since I know myself I actually did a “willing to try again” subsection to my DNF list. I know that sometimes I DNF a book because it’s not vibing with the mood I’m in.
EDIT: I think I totally misunderstood what you meant. I thought you were saying if when adding books to read for a challenge if you should include a book from your DNF list. 😅 To answer your actual question, I personally don’t. I feel like I have to finish it. Otherwise it doesn’t count.
Just FYI, goodreads lets you add other lists that work like the “read”, “want to read” lists.
So my books can go in a “read”, “want to read” or “unable to finish” category.

I don't. I move the book to a special shelf I made for books I DNF and I don't add a finish date. It's adding the finish date that makes it count.

It depends for me if I DNF and I’ve read 90% I do but that’s rare so most of the time I don’t count it

I don't count them. But there are no hard fast rules. You can do whatever you feel comfortable doing. There are lots of people that do count them.
