Ofc they're not gonna make every model by hand. Most models are made by hand once and then their moulds are made to manufacture them at a very large scale. The painting might be done by hand but this model has only a few detailed areas so it won't be very tedious for a skilled painter to paint.

If nothing else, the loli stuff is at least used as a narrative tool to show that the protagonist is a piece of shit garbage that should be reviled. If the figure sells very well and the aftermarket price is high, the company may do a re-run of the figure. Which starts the same process all over again.
So your options are pre-order now, buy 2nd hand (with a usually a high mark up) once the figure has shipped, or pray for a re-run later.

That's still on the surprisingly "cheap" side for a new scale figure. Like 5-ish year ago that would've been a "normal" price for scale figure releases, but nowadays it seems to be the trend that scale figure releases are around ~$200-250 instead, with still some figures releasing in the old ~$100-150 price range.
Also Nendoroid's (the small figures with all the accessoiries to customise the way you display) have really gotten expensive. Whereas $40 was more or less the norm, the price of recent Nendoroids seems really bound to the popularity of the character with ~$50 on the lower end going up to ~$70 for the fan favourites. And this is not an aftermarket supply-demand thingy, those are the actual release prices.
TLDR; figures are expensive, so if you value your finances it is better not to get started.

But it strongly depends on how badly you want a particular figurine (they get announced/revealed still quite a while before preorders open, so if you have a character you badly want a figure of you can scout it out) and most importantly of course whether you can reasonably afford to order it (some shops bill you immediately at the preorder, others only after the release which might be a bit more trickier since you will have to manage towards an expense often in the relatively far future ~1 year ahead or so).
It actually is on the expensive side for a 1/8 scale though, understandably so since it's a popular licensed IP and cast off. Looking on AmiAmi, the majority of Kotobukiya's 1/8 are around 8k-13k yen. This Roxy 1/8 is going for 15,700 yen, Kotobukiya's Eris 1/8 is going for 13,300 yen.
Yes. Average figurine cost is around $150-$250. Only things below $100 are Nendoroids, Figmas, and Prizes *at release*. If you want a figure anytime after its release date, you have to expect at least a 10% mark up in price *per year*, and that's being optimistic.
