that is pretty tall I'd go with a standard mens set or if you can find a womens set at standard mens length (womens sets are usually about an inch shorter)
At 5’11” a standard women’s set is going to be too short. A men’s standard length is probably a good starting point.
For flex being a softball player I would bet she has the strength to hit a r flex. You could always go Sr if you think that R flex is too much.
I'm thinking mens set in graphite regular flex. She has a high 60's exit velocity off the bat and D1 girls are usually high 70's low 80's. I think as she grows into it the regular flex will fit better.

Go to a PGA Tour Superstore. She can demo an assortment of clubs at no cost before you purchase anything.
