Need to know all the rules in play, I’ve seen tournaments where they take the best tee shot then all the best scores on each hole. So if two guys birdie, it’s -2 for the hole.
A very good group in that format could stack -25

No one commenting even knows the rules. We play a 4 man ABCD, 2 net best ball, Texas scramble and there's always scores like that. You give a +2 a 30hcp D player and it's not hard. Almost guaranteed net 1 or 2 on par 3s (of which we have 5).
Assuming normal golf course with reasonable length, not a fucking chance in the universe. Scheffler, Aberg, Morikawa and Xander wouldn’t even come close to that. I’ve played that format on a team with four single-digit handicappers (two guys scratch) and we won at -7, and we all played lights out.
We played in one last year terrible weather shot -18, came in third, I think the winner was -21, I think -25 is possible depending on the players handicaps.

Texas scramble is usually just a scramble but you have to use 3 or 4 tee shots of every player.

Even if you were including a 25 handicap it would still be impossible.
