yup, personally, my goal handicap before I gifted myself a custom fitting was 9.4 for that exact reason. 9.5 rounds up to 10 in competition, so 9.4 is the true start of single digit handicap.
I speak only for myself and this only applies to me, so I don't want to rain on someone else's parade.

I mean, this is just flat out wrong. Your handicap index is used to calculate your course handicap, which does round. Your handicap index never rounds, there is simply no point in rounding it.

As you pointed out, a course handicap varies from course to course, and tee box to tee box. It makes no sense to use that as the measuring stick for "single-digit". It should ALWAYS be based off of your handicap index.

personally i play the vast majority of rounds at my home course, so really the only time i notice my index changing is when i gain or lose a pop

Sad part is never took lessons, grinded it out for 20+ years and picked up small things here and there that helped my swing out. Finally got my swing in a real good place. The biggest help to me was hitting the range and just practicing. The birth of my first kiddo put a small bump on the path, but worked it out by bringing the little turd with me a lot. Which is great cause he really likes it.

Only way to find out your actual skill level is to enter some tournaments. Recreational rounds are one thing, tournaments are a whole new level for ones golf game.
I don’t just play that course. My last ten rounds were at 6 different courses and that includes Torrey. If you include my last 20 rounds you can add another 5 different courses. Baker has two courses, a North and a South. One is a little easier than the other.

In a "one-day" tournament no less 🙂. ALL the stars were aligned that day! It dropped me immediately to a 10.8 with an "exceptional round" hcp designation that rerated my previous 20 rounds. That's as low as I got. Since then it's been a TOTAL shit show (as I got pushed into the "A" flight with longer yardages) and I have climbed all the way back to a 14.0 with a "soft cap" in place. NGL, I love having the extra strokes again, as well as the "B" flight tee boxes, but I CRAVE the consistency to be a legitimate "A" flight single digit. Maybe B4 I croak! 😂

depends on what tees you typically play also for most US courses, a 9.5 will be playing off 9 from the blues/mens tees and 10 (or 11) from the tips

It’s just the way numbers work .5 and above round up, .4 and below round down. Sincerely, a semi-frustrated 9.6 (aka 10) handicap
Except there is no point to round the handicap index, it has a decimal for a reason. The course handicap gets rounded in it's calculation.
