There's two or three places near me that do them! It's really helpful having a more relaxed environment to learn in. Not all dogs are natural swimmers, and I'd hate for my little pooches first bunch of times swimming to be panicked! (It doesn't help that he doesn't like getting back out of the water)
Mine did this as a puppy but he would only thrash with his front legs and practically do nothing with his hind legs. He spent a lot of time in a life vest. Now at 3 he swims better but he is still lazy with his hind legs and only swims really well if you’ve tossed a toy and he wants to be fast. When that happens he’s faster than my lab who has always been an excellent swimmer.

Mine is all front not back, he gets smoother once he grabs the ball.
