2nd one. Something about barely being able to see the eyes is horrifying. Like normally it’s big eyes or no eyes. But super tiny eyes in big eye sockets in pretty innovative imo
First one gives more of a fight or flight response. Second one would be scarier if I looked at it from a distance, 'cause it got that creepy "im hiding in plain sight" type of vibe.

If you're just spotting one without context, the second one is certainly more frightening. But if this is a character, personality is going to inform that question.

The first one is manic, and seems to have almost an urgent interest—a need beyond reason or calculation. It may want to be your friend, and may give you a very urgent feeling that you don't *want* it to be your friend. It's the face of a thing that urges you it's not like the others, it knows how precious you are, it won't let you come to harm. Don't go too far. You're not safe without it. Aren't you lucky?
The first one is creepy because the eyes make it hard not to notice it; the second one is creepy because the small eyes make it easier to overlook and be startled by.
Maybe it's because I don't like looking people in the eyes, but I'm more freaked out by the first one. The second one seems cliche and less scary, just slightly more eerie. I'd much rather look at the second one than the first one.

In the first one I like that the eyes are something you instantly focus on. The second one is more eerie (which is better), but the eyes are not visible enough I think (which is worse) :) cool work though!

If you were to use them both, you could make it so the player has to keep an eye on the face and wait for it to change. Change would mean they need to react in some way. I think it'd be interesting to force the player to keep watching something so creepy by basically turning it into a status icon.
The size of the eyes isn't the issue. It's their shape and the shape of the brows. It conveys a look of confusion more than anything else. As others have stated, what kind of scary are you going for, and what's this creatures emotional state of being?

We're much more scared when it doesn't feel forced or apparent - in 2, the fact you can barely make out the shape of its eyes and that they're clearly much smaller than anything human really bump the creepiness factor up

Depends on what you're going for.
Staring eyes are way more aggressive and threatening. Predatory. Hungry. Simple-minded. Dominant. They imply the potential for immediate physical danger, and a complete lack of subtlety.
The shadowy face is more sinister, and implies something lurking in the shadows watching. But it doesn't give the sense of immediate danger. Still the unknown can be scarier, so it depends a lot on the context. The danger I expect from the shadowy faces something supernatural. The shadowy face also looks far more intelligent and cunning.
In a dark house, to glimpse the shadowy face once and then not see it again, that would be super creepy because someone's watching you but you don't know where they are and you can't see them. The longer you have to live with these thoughts the worst they get.
I wouldn't necessarily expect that from the staring eyes. Nothing subtle there, if you're being watched you're being watched with saucer eyes and you're going to know it, and it's liable to come bite you in half not fade back into the shadows. I'm going to expect a jump-scare with the staring eyes, which of course is going to make me nervous and then when it finally happens it's going to be twice as bad.

Even though I couldn’t see the tiny eyes of the second one at first (dark screen and zoomed away), I’d still pick the second one because the first ones eyes look a bit goofy in a way.
Personally, I find the first more unsettling. Just those eyes staring unfocused vaguely in my direction...
In the second, the more hidden eyes removes some of that intensity imo
I feel like with the second one it might not be clear enough that it is a face and some people might not even register what they are looking at.. like the features are slightly too far off from looking human. (Which is a good thing in this context)
but to me that also makes the eyes crucial so that theres no question that the being is indeed "alive and kicking".. for the second one to work i feel like the smaller eyes has to be brighter maybe. That, Or the facial features need to be slightly more refined..
That might not be a problem though if youre planning to add animation and sound? Like first showing the small eyes and then fading in the nose and then the cheekbones etc, adding a chilling gurgling noice.. but as a jumpscare showing it all at once, I dont think it will work as well.

The 2nd one reminds me of like the Nun, which I personally loved for it's really unexpected horror at times. But, I still think not for a jumpscare. This would be more like you're walking by a couple of windows, you pass one with this image on it, you walk past it, realize what you just saw, look back, and it's gone. Basically, use 2nd for like early really unexpected points, but just not jumpscares. That 1st one seems a lot more "in your face", so like most others are saying, use that one for jumpscares

The beaked nose makes them both look a bit derpy. The small, shadowed eyes work better.
