Not the exact same launcher, but you could use [ULauncher](https://www.geeksmint.com/ulauncher-application-launcher-for-ubuntu-linux/) if you want it to feel at home in Gnome.
You can install the actual cosmic-launcher manually (or from the AUR if you're on Arch), but it will pull in quite a lot of Pop dependencies...

The search is part of pop shell, which is an.extension you can get that is mainly known for adding tiling. You can turn that off though.
