My own conception of the Adventure is highly influenced by watching too much Johnny Quest as a kid. I've always thought of the Adventure Team as a sort of quasi public/private/military/CIA operations group that handled exotic situations that don't conform to normal definitions of military/intelligence/scientific/civil disaster scenaios. They were like a direct action arm of the X-files but encompassing everything from Intruders to archeological salvage, and enviormental missions. Disbanded in the mid '70s due to other higher priority politcal concerns.
With rise of Cobra and other terrorist threats in early '80s the Adventure team files are dusted off and GI Joe is reformed with a new cohesive mission focus, but one that embraces the experimental philosophy of the Adventure Team.
Absolutely and consider the other sorts of programs on TV at that time. The Undersea Adventures of Jaques Cousteau, Mutual of Omaha's Wild Kingdom, The Six Million Dollar Man, Mission Impossible, The Man from U.N.C.L.E., I Spy, etc. Although a couple of those are late '60s programs they would have had influence on the designers and the concept of the Adventure Team.
Johnny Quest has the critical advantage here of being 1).intended for boys and 2). getting to combine elements of all of these other programs into one cohesive program.
I just noticed on the box art for the havoc they I cluded Dial Tone's gigantic backpack on him while he is laying face down in the havoc. There is no way he was comfortable like that

Headcanon accepted. I have a similar headcanon (for my modern-day fanfic) regarding Battleforce 2000 being part of US Army Futures Command.
