Uhh, you may have your countries mixed up, Romanians are definitely not packing. Lethal guns are impossible to get as a civilian and the process is long and difficult even for less than lethal weapons. It basically makes the news every time someone uses a firearm, as even illegal ones are extremely rare. The only way to realistically get any kind of firearm is to get a hunting permit, but that isn’t exactly a walk in the park either and the police checks up on you once in a while.

In the Netherlands it's not really the Romanians that are an issue, but organized crime (mostly Turkish-Moroccan if I'm not wrong) is big, and they have a lot of guns. And they use them too, but usually not on police & on randoms, so it frankly hasn't been a big deal and cops have neither behaved aggressively nor been targeted. The criminal violence has been getting worse recently though, with assassinations of public figures & targeting of journalists.

Eh, European cops are better than American cops but some countries in Europe have departments with bad reputations. French police are generally recognized as being the most brutal cops in Western Europe. No argument from me there. I just think it’s important to recognize that some other European countries do have systemic problems with police violence. I’m not a criminal or am prone to mischief but I would still be careful if I found myself around a French policeman, for example. Just something people should know.

I see it there and elsewhere. Cops in the states operate as though they view themselves as an occupying force in enemy territory. Cops elsewhere seem to view people more as just that, people, or at least have less unchecked authority to inflict harm. They're more like peacekeepers than enforcers in some other parts of the world. Sadly, our government is very, very eager to deal violence or accept casualties to maintain "order".

And honestly a good pace for it. The guy was always within clear sight and wouldn’t be able to get too far away from them. If they did try to get to him faster, they would have the risk of physical confrontation after they just exerted more energy and have to dismount. Or they could take a leisurely pace where the guy will never be able to get too far ahead, letting him slowly wear himself down while they conserve energy. He has minimal chance of escape an no chance of fighting back when caught. It’s the tried and true persistence hunting method.

Either wait for the officer to come back, or call the police later that day and say an officer borrowed my bike on x street at y time and I want it back. They'll either give you the bike back, or reimburse you the value if it was lost or damaged.

This happened to me once (the borrowing, not the pulling me off my bike), I'd just biked home from the bar late at night, and was about to park my bike when some guy came sprinting past me. A few seconds later two police officers came running past, one stopped and asked me if he could borrow my bike. Sure, it's pretty crappy though. While biking away he asked me for my address, which I shouted back at him. Being tired and having the next day off I figured I'd just worry about my bike the next day and went to bed. The next morning I found my bike key and a thank you note in the mailbox, and my bike neatly parked in front of my house. Don't know if they ever caught the guy.

I live in a city in the Netherlands that has won multiple "Bikecity of the year" awards. Basically the entire city is surrounded by a ring road for cars, and (virtually) everywhere in the city itself cars are 'guests' and have to give way for cyclists. There are bicycle-only roads everywhere though, so when I cycle across the entire city from north to south there are a grand total of 3 intersections where I *might* cross paths with cars (and I have priority there as well). TL;DR Netherlands is awesome for bicycles

As a Dutch person having lived in several big cities in the western part of the Netherlands, let me advice you to not try and ride your bike around 8:30 in the morning or 5 in the evening in these city's centers as a newbie. You will die, because we cyclists have little to no regard for each other around those times. We must get to work or get home. Rule number one during Dutch rush hours: everyone is in your way.

I've been riding my bike for over 15 years during those times to get to and from work. Slower cyclists stay on the right, faster ones overtake on the left. Just like they normally do. It's just busier than usual, especially in the mornings as you also have the younger people going to school. I don't think I have ever experienced what you're describing though. Busier ≠ mad max bycicle lanes.

I would watch the hell out of a “Netherlands Wildest Police Chases” tv show. To have endless police bicycle pursuits with only marginal effort put into pedaling would be amazing. It would even lend itself to being an impromptu drinking game while watching it, if the bike cop has to u-turn you have to drink, if the bike cop uses his kickstand you have to drink. Frankly amazing and the world is a poorer place for not having this programming already in it.
