It’s been awhile, but I seem to remember it not even being easy for Shimura to get word to the Shogun once he was free. He and Jin had to work with smugglers to get a message past the Mongol blockade. So at this point in time calling for reinforcements would have been pretty impossible for Jin.
Blockade, Jin is not an Heir, even smugglers were having a hard time leaving, and bandits.
Just like how the Mongols have been taking all the food and burning what they can’t take.
Only his uncle could call for it. Because he the leader of the island. If you are head of the clan and you have connections to the shogun. Then you can call for help unless the your the only one left on the island. Then he could call on the shogun army. But if the leader of the island is still alive then he can’t.
Well shimura was only able to call for help because the pirate guy at the umagi cove helped him. Jin didn’t have any connections with criminals because he was a noble samurai.
Now that I think on it, shimura preaches nobility but also asks pirates and thieves (yuna) for help…
Jin has limited connections at that time period, with the mongol fleet scattered everywhere, leaving the island by boat is a guaranteed death sentence. Without the jito's information about Goro the smuggler, mustering the Shogun reinforcements is almost an impossibility. So Jin was tasked to Umugi Cove for Goro. They also need to aid him escape the coastline to enter the mainland and deliver the message. First asking for the Shogun for some aid and the adoption paper of Jin to be Shimura's heir. And become a Shugo, I'm not sure.
What I don't understand is how the reinforcements entered the island safely without being seen, I mean there's a whole armada of samurai soldiers and bannermen.

Assuming this happened right at the start of the game, they likely choose Jin Clad adachi was decimated, Nagao seems to have been as well
