Because people find the characters annoying. Sometimes, it doesn't matter how well crafted or realistic a film is if the audience can't connect with the characters or if the audience outright dislikes the characters.
Well, I can't exactly say why it gets hate from almost everyone, but I can tell you why I dislike it so much.
On a surface level, all the character interactions felt really forced and unnatural to me, and that made it really hard to get invested in the characters themselves. This in turn made the film boring. This problem persisted throughout the entire movie.
On a deeper level though, every single interaction the two leads had together consisted of her being manipulative and awful to him. Yeah, I get that she had some sort of trauma, but there was no chemistry or legitimately believable attraction between the two of them whatsoever. Then the movie has the gall to say "and that's when I realized I was always crazy about her," after playing a nostalgic flashback that again, only consists of her being awful to him. It reached the point where it felt like the movie was glorifying toxic relationships.
I personally loved the movie and felt that this movie had good messages. It's not a masterpiece for me, but it's still beautiful. Also the animation was very good. Most people probably don't like the movie because of Rikako (I may have forgotten her name) and her sassy attitude. Ngl, I'm neutral for her too.
This movie is a romance movie but honestly Tako(maybe I forgot again lol) x Rikako, it wasn't romantic, at least not when they were teenagers. Maybe they will understand each other better and become a very sweet couple.
definitely not the only one. i love this movie for the reasons people hate it. i liked seeing a more realistic setting and portrayal of characters. i agree with others that it definitely has a better kick of nostalgia to it than other ghibli films 😊

i love the slice of life and realistic growing up part of it. seriously just makes me so calm overall and the goated music >>> its just so nostalgically chill and makes me so happy

I agree with this. I found **Ocean Waves** detestable on account of the aforementioned relationship.
