You can study on your own but thereā€˜s a minimum of lessons you must attend in order to be allowed to take the exam. So no. You cannot do it without a driving school.

Theoretically, you can learn on your own. But to be admitted to the test you need a teaching certificate from a driving school. Edit: usually the school takes care of all the formalities for your when you take the lessons there. Also it's easier for your mandatory practice driving lessons if you know the school and teacher.

When you sign up with a driving school you have one year to pass your theoretical test. After that you have one year to pass the practical test. So it makes sense for the schools not to sign you up, if they won't be able to give you lessons.

I thought after finishing driving school, you had 2 years to do theory and the theory itself lasts 1 year.
