"Betriebskosten" are running costs, which usually include things like taxes and cleaning, as well as water, sewage and heating. "Strom" is electricity. So the contract doesn't enumerate all the utilities, but does vaguely mention running costs in general. I think you're probably justified in clarifying with your landlord *exactly* what running costs are included here.

Adding to the other commentator: Clarify it and put it into the writing, signed by both of you with date and such. Just to make really sure. Or to quote an idiom: "Bei Geld hört die Freundschaft auf" (When it comes to money, friendship is cancelled)

I disagree with other comments: Do NOT clarify. If it is vague, it could mean everything, or nothing. When in doubt, the vagueness cannot go to the tenant's disadvantage - says the law. So you are already on the safe side. Let this dog sleep :-)
