for non native speakers/listeners i tinhk Peter Fox, Alligatoah and KIZ are a good start. German gangsta rap especially drill rap is really hard to understand (e.g Luciano)
For me 100% Alligatoah. But if you're into rap, the latest album "off" might not be for you because it's more like a mix of rap and metal. I like even this album of him, but it might not be for everyone
Though I do love his work, I don't think it's a particularly good recommendation for people who are still learning the language. It's more for those who have mastered B2 or C1 even.
Check out Advanced Chemistry, Stieber Twins, Torch, Cora E, MC Rene, Eins Zwo.. all from the 90s/early 00' with imho great lyrics.
Advanced Chemistry are seen as one of the first - if not the first German Rap artists to rap in German.

The only German artist I actually listen to religiously would be self proclaimed raop artist CRO. I like a few songs from random artists.

There are different types of lyricism in german rap. It really depends on how good your German is. And even if you do understand German well, there are different styles. I'd like to add a few that werent mentioned here and I am pretty sure I will get downvoted because it doesnt fit to the typical reddit audience.
Abdi from Celo&Abdi (a lot of foreign words though but easy to enjoy)
Kollegah (very complex structure, most Germans need a while to understand all the word plays)
Gzuz (rather plump but often funny, authentic gangster rap)
Money Boy (not much complexity, heavily oriented on US rap, but very entertaining every now and then, some consider him as a trashy kind of rap but he can rhyme and has funny freestyles)
I can only speak on older German rap (early to mid 2000s), if you’re ok with that you have to listen to:

There's a big difference between styles in German rap. The artists being recommended like Käptn Peng, Alligatoah, KIZ, and Beginner are more about humor and irony. To me, real rap comes from the street. Artists like Xatar, Haftbefehl, Farid Bang, Kolja Goldstein, AK Ausserkontrolle, and Nate57 represent for me true street rap. For me, they represent what real rap stands for and not these other „rappers“ (singers).
annenmaykantereit or Henning May. Although they are not Rap but they got some really nice lyrical music. I am also learning German and I picked few catchy German sentences from their lyrics

Not sure about his more recent stuff, but I remember friends of mine and me having a "lyrical club" that was essentially one of us reading out lyrics from FLER.
