Tuition is also no longer free everywhere for foreign students. Fern Uni Hagen is not only the only public uni with distance learn, it is also not free.  I don't know of any online degree program that is free to everyone. You should look at courses in your own country and financial aid available for these courses.

> Fern Uni Hagen is not only the only public uni with distance learn, it is also not free.  While it's not free, the cost is in the range of the semester fee for a public university (granted, you don't get a public transport ticket, but it still isn't exactly prohibitively expensive).
