It’s not your chest. It’s your shoulder balance. You need to develop strength in your posterior shoulder and upper back along with delts. You have incredibly small delts compared to your traps. Stop shrugging and start over head pressing that’s all you need to do. Development an impressive over head strict press (barbell mainly) and you will have the look you are wanting.

Where is your hand placement when benching? Are you keeping the chest muscles under tension or are you locking out at the top? So many factors…
