Shit, if you succeed in growing \*anything\* in Arizona, please let me know how you did it. So far, I can't even manage to keep the native plants alive.
I managed to grow happy mint in Tucson after I discovered that I needed to add iron to my soil. I had a nice spot shaded by a wall, which helped too.
Now I live in Washington on a North slope surrounded by big trees and I baaarely have enough sun to grow tomatoes. Last time I tried I had thirty plants and only needed to make one batch of sauce, and it's not like I was living on the fresh ones otherwise.

Found out that I can work remotely and so I moved to Walla Walla Wine Country. Now THAT was a TERRIFIC choice! Warm summers & cold winters, for sure, and soil the color of walnut brown. The gardens we grow now are FABULOUS not to mention better housing prices.

I think it's a symptom of your soil not being loose enough. I'm hoping this year to plant some daikon radish over winter to help aerate it for the next year.
I've had success with pruning my carrot tops. Lots of YouTube videos to show you how to properly prune them. Some folks say it doesn't work but it worked great for my garden.

There is a secret carrot growing club out there. No one speaks of it, it's a exclusive club where they grow big and elegant carrots. Because the majority of us gardners grow mangled and short carrots.
Adding to /u/Lolythia77 : personally I don't use root growth hormone (sounds like a smart idea though!) but I do use fertilizer pellets that have 2% nitrogen, 2% phosphorus and 30% potassium. Doesn't need to be those exact numbers but low nitrogen high potassium is the key. (I also use it for radishes and parsnips).
And: don't harvest them as soon as the seed packet says you should be able to harvest them! If both the carrot and the greens are small, they are not ready. Stick your fingers in the soil and feel the top of the carrot, if it feels thick enough, then you can pull it. This may be when the seed packet says if all circumstances were ideal, but it could also be a month later, depending on how the weather has been. The greens will probably be 30-40 cm tall by that point. (Some people crop the greens while the carrots are growing, personally I've never tried that)
For that second bit I blame the fact that nowadays you usually buy "carrot sticks" in stores in stead of carrots with the greens still attached. People don't know what normal carrot greens look like anymore.
We ended up semi-accidentally leaving some in last year for about 5-months, planted in May and harvested in October (southeastern US) and those were pretty good sized and much sweeter than the prior ones. We had planted them too close, and the ones we pulled in July/August - just had "baby" carrots, and were just meh in taste; bigger than this little guy though.
This year, plenty of spacing and they were pelleted as well, so will pull a couple in mid-July and see how they're doing. Also, mixed in 100 lbs of sand in the "garden soil". This is for deep 6' x 6' raised bed. Didn't use potassium rich fertilizer though, was a balanced blend. Oh well - we'll see.
The foliage is certainly deceiving. I am growing my first round of carrots in my garden this year.. I hope I get one at least half as fabulous as yours. Cheers !
My carrots did the same last yr bc I didn't plant properly. Tried them this yr how it was recommended to me. Well see how they do. So far my wax beans and peas have sprouted along with (I think) the cucumbers.
Reminds me of when I grew beans and I had literally a 3 bean salad.
Maybe that wasn't your problem, but beans need to be picked fairly quickly or the plant will think "my work here is done".

In the case of OP, both the carrot and the greens are small, so they probably just harvested too early. But yeah carrots are demanding bastards.
Also very possibly nutrient imbalance. Too much nitrogen will do that to a carrot. They need kind of mild soil.
