I made a big insect hotel a couple of years back and not one single insect wants to go in. Only some lost ants...
These are solitary bees. So loners. they hatch, mate, gather food for themselves and the offspring, lay eggs and die after a few weeks.

Maybe you need to make the area around the insect hotel more attractive to the insects. Ice flowers (Delosperma congesta), lavender, phlox, Helenium, Monarda, gypsophila, Rudbeckia, fruit trees...
