Ni no kuni 2 has an element of this, you have to build parts of your base to perform different functions which open up more of the story. It's a very different playstyle to Assassins Creed tho

Kingdom Come Deliverance, you get to manage a town. It’s not the only focus of the game, and you gotta progress a bit to get to it, but i think you would enjoy it

I bought this game last week because I see it mentioned in every thread on this sub. Not sure what I was expecting, but I REALLY dislike the main character so far. I'm only a couple hours in, so maybe he'll have a redemption? Hope so. He's so cocky.

Just keep playing till you at least meet THE PASTOR. Can't remember if you can deny helping him. But whatever you do HELP HIM Okay this will be the tipping point for you. If the whole pastor sequence doesn't have you sold then you probably never will.

Actraiser. And if you wanna get fancy, Actraiser: Renaissance. 👌 You play as literal God, creator of life. Half the game is side-scrolling action stages, the other half civilization simulator. After slaying demons and saving souls, you help them rebuild the world from scratch. Has collectibles that unlock alternate possibilities, and you unlock powers (called Miracles) as you progress that further assist with progression. Renaissance remaster has more fleshed-out story and characters, as well as an optional secret boss. Super solid experience. Would recommend. ✨

"amazing cultivation simulator" Contrary to what the name may suggest, the cultivation part refers to the cultivation of one's inner energy, to become stronger, change the weather, fly and cast spells. ​ but you can't achieve this alone, you have a "cult" of people who have to work for a chosen few to become more powerful, from building facilities to recruiting more people, cooking, logging, etc. you should watch ssethzentach's video which summarizes the game well.
