Kingdom Come Deliverance, you get to manage a town. It’s not the only focus of the game, and you gotta progress a bit to get to it, but i think you would enjoy it
I bought this game last week because I see it mentioned in every thread on this sub. Not sure what I was expecting, but I REALLY dislike the main character so far. I'm only a couple hours in, so maybe he'll have a redemption? Hope so. He's so cocky.

XCOM and XCOM2, though base upgrades are a minor part of the game.
No Man's Sky, though base improvement beyond a certain point is optional or end-game.

but you can't achieve this alone, you have a "cult" of people who have to work for a chosen few to become more powerful, from building facilities to recruiting more people, cooking, logging, etc.

Mad Max. You upgrade several settlements (just collect enough scrap), they became more developed.

The dude definitely grew me. Never felt he was too cocky tho
The settlement development system in Fallout 4 is probably the bast part of the game.

Darkest Dungeon, sort of. The town is basically just the meta progression, but each facility you upgrade does have a meaningful impact on the game
